Route 659 Belmont Ridge Road

This $45 Million Design-Build project widened Belmont Ridge Road (Route 659) from two to four-lanes on a six-lane right of way, from Hay Road (Route 642) to Gloucester Parkway (Route 2150) in Loudoun County. The project was nearly two miles long and also included a divided median, a bridge over the Washington & Old Dominion (W&OD) Trail, shared-use paths along both directions of Belmont Ridge Road with direct connections to the W&OD Trail, in addition to a parking lot for trail users. This project was funded by the county’s Northern Virginia Transportation Authority allocations and county funds.

Quinn provided a Quality Assurance Manager (QAM) for this project who was responsible for conducting preparatory inspection meetings prior to the start of new activity. Other responsibilities included oversight and direction of the independent Quality Assurance testing and inspections; reviewing pay applications and comparing QA/QC tests to ensure they were within the tolerances established by VDOT’s Minimum QA/QC Requirements Manual. Quinn also oversaw QA inspection staff and monitored the QC staff for compliance with the project-specific QA/QC Plan.

Quinn also provided a Senior Quality Assurance Inspector on this project. His responsibilities included inspection of contractor activities for compliance with contract documents, project plans, VDOT and other applicable standards and specifications; preparation of daily diaries; support for project Materials Notebook development, including tracking, testing and documentation of materials used on the project; and helping to compare QA, QC and Owner Independent Assurance (IA) material testing results to ensure the results were within the tolerances established by VDOT’s Minimum QA/QC Requirements Manual.
