This $3.7 Billion project was a public-private partnership (P3) Design-build project designed to transform Northern Virginia’s Interstate 66 into a multimodal corridor to increase traffic capacity, improve motorist and pedestrian safety, and offer new travel options.

Key improvements include:

• 22.5 miles of new Express Lanes alongside three regular lanes on I-66 from I-495 to University Boulevard in Gainesville
• Interchange improvements to enhance safety and reduce congestion, including auxiliary lanes between interchanges
• 11 miles of new bike and pedestrian trails, including shared-use trails along I-66 that integrate with local trails, and new crossings of I-66 to improve and expand bicycle and pedestrian routes
• Dynamically-tolled Express Lanes
• New and improved bus service and transit routes
• New and expanded park and ride lots providing convenient access to the Express Lanes and more than 4,000 new park and ride spaces

Quinn provided a Quality Assurance Manager (QAM) and Quality Assurance Inspection/ Testing Team to implement and maintain the Quality Management System throughout the project. Quinn’s additional responsibilities involved initiating the non-conformance process should non-conformance have been reported by the QA inspection and testing team; conducting overall internal auditing to verify that the QA/QC material sampling and testing process met or exceeded the contract minimum requirements; ensuring that the Materials Notebook documentation was in conformance with the established process; and conducting periodic auditing of erosion and sediment control measures.
