Elizabeth Quinn Vicinski, Founder, Owner, President

Mrs. Quinn founded Quinn Consulting Services in 1997. She was and is committed to providing clients with a success ful project delivery based on the highest standards of professionalism and and experienced, well-trained staff. She has built a reputation and a team by hiring passionate, hard-working people and making them apart of our corporate family. She is devoted to all Quinn Consulting employees and provides them with the training and support they need to excel in their work.

Beth is equally devoted to her clients and teaming partners. She is active in many A/E/C organizations including VTCA, WTS, and ACEC. Give her a need or a challenge and she will put all of her energy, time and talents into solving it. Clients benefit from her skills in engineering, project management, planning and risk analysis.


John Vicinski, P.E., DBIA, Vice President of Operations

Mr. Vicinski leads the Quinn Design-Build group. A registered professional engineer, John has more than 30 years of engineering,  construction management, and inspection experience.  After gaining experience as an inspector, he progressed to roles in project management, quality control and quality assurance, and executive management. John is knowledgeable in transportation systems, structures, utilities and construction methods.  He also has extensive experience in  contract bidding processes.  He has managed a staff of up to 80 engineers and inspectors across more than 20 contracts and multiple clients simultaneously. His flexibility, knowledge and experience  matching staff to projects based on skills, qualifications and customer needs has had a direct impact on customer satisfaction and has led to Quinn’s success in the design-build market.

John is supported by a group of top-notch design-build and construction engineering professionals, including professional engineers, quality assurance managers (QAMs), quality control managers, construction managers, office engineers, QA/QC inspectors, and materials testing technicians.


John Palmer, Vice President of Business Development

Mr. Palmer has has over 27 years of transportation design, construction management, inspection and project controls experience throughout the Mid-Atlantic region. As Vice President of Business Development for Quinn Consulting Services, John is charged with expanding the Quinn footprint by working closely with our clients and business partners in multiple states to identify teaming opportunities and to respond to client RFPs for new projects.   He works closely with other Quinn Managers and our marketing department to proactively help identify, pursue and win new contracts or replacement contracts with clients throughout Maryland, DC and Virginia. Types of contracts that John has been instrumental in helping Quinn to secure include: Construction Engineering and Inspection (CEI), Design Build and Public-Private Partnership (P3) contracts.

John’s firsthand knowledge of transportation project requirements and his experience managing and providing CEI support to clients has helped to make him a valuable asset to Quinn, our clients and our many business partners.  His experience includes multi-million dollar projects like the Woodrow Wilson Bridge Replacement, I-95 Improvements in Alexandria, VA, and the Bridge Deck Replacement for 11 bridges in the I-95 Corridor in downtown Richmond. John’s management experience includes dozens of On-Call CEI contracts for major Quinn clients including: the Virginia Department of Transportation (VDOT), the Maryland Department of Transportation (MDOT), the Maryland Transportation Authority (MdTA), the Maryland State Highway Administration (MD SHA), the District of Columbia Department of Transportation (DDOT), Federal Highway Eastern Federal Lands Highway Division (FHWA EFLHD),  the Washington Metropolitan Area Transit Authority (WMATA), the Pennsylvania Department of Transportation (PennDOT), and a variety of locally administered city and county clients.


Bud Williams, Vice President of Construction Management and Inspection Services

Mr. Williams currently manages contracts, teaming and staffing for 5 states (VA, WV, NC, SC, KY). He oversees over 90 staff members and is known for being a manager and teaming partner whom you can call at any time with any question.

Mr. Williams  is an expert in roadway and bridge construction projects.  Bud got his start in transportation construction as an inspector trainee with the Virginia Department of Transportation. Over the 18 years he’s been in the industry, Bud gained experience in bridge construction, replacement, and maintenance projects as well as drainage installation, roadway construction and maintenance, pipe jacking, and construction scheduling. Much of Quinn’s growth and success in this region is due to Bud’s business approach, which is one of partnering with clients and contractors to deliver a quality product.


Roger Triana, Vice President – Director of Coatings Division

Mr. Triana is a NACE certified professional with more than 30 years of experience in the field.  He began his career by performing coatings inspections for many offshore oil companies and chemical plants including Chevron, Exxon, BP Amoco, Dominion and NAVSEA (Naval Sea Systems Command). His experience includes quality control of coating system applications, field inspection of construction and coatings work associated with water tanks, offshore platforms, water treatment facilities, and heavy construction and site work.  He is also knowledgeable in maintenance of traffic plan review, analysis of delays, coating system value engineering proposal reviews, health and safety plan reviews, schedule reviews, and project management/project coordination.

As a supervisor, Roger’s responsibilities include review of work, client coordination, and project staffing. He also has experience in  procurement, hazard control, lead abatement, blasting and painting, waste control, safety and environmental control, and cost controls.


Chris Beirlair, Vice President of Pennsylvania

Mr. Beirlair has over 18 years of construction, inspection, Quality Assurance/Quality Control management, and construction services management experience throughout Pennsylvania. He joined Quinn in 2018 to focus on providing services to our existing clients, to pursue new business opportunities, and to expand our presence in Pennsylvania.

Chris entered the roadway construction industry as a laborer/operator with a contractor in central Pennsylvania. He progressed to inspection services which led to positions in Quality Assurance/Quality Control and construction services management. With experience managing a wide array of projects, Chris is a natural fit for Quinn. Chris has experience in all aspects of construction from pre-construction meetings to final closeouts on large and small projects. He holds numerous certifications including National Institute for Certification in Engineering Technologies (NICET); Northeast Regional Superpave Center (NECEPT) Bituminous; Northeast Regional Superpave Center (NECEPT) Concrete; American Concrete Institute (ACI); Troxler Nuclear Gauge Operator; and Society for Protective Coatings (SSPC3).


Rick Martin, Vice President- Port Services

Mr. Martin manages Quinn’s Virginia Beach office and Virginia Port Authority contracts.  Rick’s expertise is in hiring talented professionals and matching them with the appropriate client and project.

Rick’s experience includes inspection, scheduling and management of interstate and local projects with an extensive background in lab and field testing of asphalt, soil, aggregates, and concrete materials.  He has provided construction management services to the Virginia Port Authority (VPA) since 2002.
