The goal of this $480 million Design-Build, public-private partnership (P3) project was to provide a long-range transportation solution that reduced congestion, provided additional travel choices, improved travel predictability, and improved roadway safety. The improvements provided three (3) free-flowing reversible express lanes, operating 24 hours a day, 7 days a week.
Key improvements include:
• Extending the 395 Express Lanes for eight (8) miles north from Turkeycock Run near Edsall Road to the vicinity of Eads Street in Arlington
• Revamping of five (5) bridges over I-395
• Widening of I-395 southbound 395 with a new regular lane between Duke Street and Edsall Road
• Rehabilitation of (14) bridges in the I-395 corridor
• Converting the two (2) existing High Occupancy Vehicle (HOV) lanes to express lanes with a third lane added
• Installation of sound walls, signage, toll systems, and an Active Traffic Management System
Quinn provided a team to oversee the project-specific Quality Management System Plan (QMSP) which included both the Design Quality Management Plan (DQMP) and the Construction Quality Management Plan (CQMP). The QAM was responsible for chairing project activity preparatory meetings, holding weekly QA/QC meetings with owner representatives, and overseeing the QA and QC inspection and testing on the project and verifying compliance with the VDOT Minimum Standards for QA and QC on Design Build and P3 Projects. The AQAM’s role involved QA inspection and testing of all materials used and work performed on the Project, to include monitoring of the contractor’s Quality Control (QC) program. He ensured that all work and materials, testing, and sampling were performed in conformance with the contract requirements and the “approved for construction” plans and specifications. One of the key improvements for the corridor included installation of an active traffic management system to keep traffic moving and construction of new sound walls. Quinn provided a lead field project inspector who was responsible for coordinating all daily construction activities and scheduling between the contractor, other inspectors on the QA team, and coordinating resolutions of issues that arose at the field level. His responsibilities include bridge and roadway inspection and ensuring contractor’s QC program complied with the requirements as set forth in the project-specific QA/QC Plan. The Quinn team also included Lead Senior QA Inspectors and Office Engineering support.
