The Purple Line is a 16-mile light rail line with 21 stations extending from Bethesda in Montgomery County to New Carrollton in Prince George’s County, Maryland. The goal of this $5+ Billion Public-Private Partnership (P3), Design-Build project was to provide a direct connection to the Metrorail Red, Green and Orange Lines at Bethesda, Silver Spring, College Park, and New Carrollton. The Purple Line also connects to Maryland Area Regional Commuter (MARC) trains, Amtrak, and local bus services, operating mainly in dedicated or exclusive lanes to allow for fast, reliable transit operations. The Purple Line was built to carry over 70,000 passengers a day.
Key improvements include:
• 16.2 miles of light rail construction
• Excavation and building of retaining walls
• Creation of the new, Plymouth Street Tunnel
• Building of operation and maintenance facilities
• Work on various bridges, including Lyttonsville Place Bridge and Rock Creek Bridge
Quinn led the Quality Assurance Oversight team that included Kleinfelder and Specialized Engineering. Responsibilities included conducting audits to (1) confirm conformance with CQP and Concessionaire Construction Quality Plan (CCQP), and (2) to assess the effectiveness of the Purple Line Transit Plan (PLTP) construction quality forces and sub-consultants, managing offsite inspection and auditing to validate manufacturers’ Quality Control (QC) programs and meet project specifications/technical provisions, managing materials verification process to verify use of only approved materials, and verifying satisfactory implementation and documentation of approved dispositions of all Nonconformance Reports (NCR) and Deficiency Notices (DN).
