This $13.4 Million Design-Build project replaced the structurally deficient Lee Highway (Route 29) bridge over Little Rocky Run and widened it to three lanes in each direction. It includes a ten-foot trail on the south side of the bridge, and a five-foot sidewalk to the north.

Quinn provided Quality Assurance Management (QAM) to ensure the project-specific quality assurance/quality control plan was developed and executed in accordance with the requirements in VDOT’s Minimum Standards for QA/QC on Design-Build and PPTA projects. Responsibilities involved oversight of construction operations, including the QA testing technicians. This involved checking test reports, daily reports, safety reports, and environmental reports, and determining and certifying to VDOT that the materials and work complied with the contract documents. The QAM conducted preparatory inspection meetings prior to the start of any new work and provided complete project document control.
