The goal of this $127 million project was to reduce northbound I-95 congestion between the exit 130 (Route 3) interchange in the City of Fredericksburg and the exit 133 (Route 17) interchange in Stafford County; two of the busiest interchanges in the region. Three additional travel lanes were built between exit 130 (Route 3) in Fredericksburg and exit 133 (Route 17) in Stafford, and a new bridge span was added over the Rappahannock River.

Quinn provided Quality Assurance Management, QA inspection and office engineering services for this project. The QAM ensured that all work and materials, testing, and sampling were performed in conformance with the contract requirements, the “Released for Construction” plans and specifications. Quinn also maintained project documentation including daily diaries, materials notebook etc. and performed oversight of the contractor’s QC staff.
