The $2.1 billion Downtown Tunnel/Midtown Tunnel/MLK Extension project involves three facilities in the Hampton Roads region of Virginia.  The Midtown Tunnel portion consists of a new two-lane tolled tunnel under the Elizabeth River parallel to the existing Midtown Tunnel which connects the cities of Norfolk and Portsmouth as well as modifications to the existing tunnel to provide increased capacity for east-west travel linking Route 58 and Interstate 264 in Portsmouth to the interchange at Brambleton Avenue and Hampton Boulevard in Norfolk.  The MLK Extension portion of the project consists of extending Route 58 south from London Boulevard to I-264.

Under this Public-Private Transportation Act (PPTA) Design-Build project, Quinn was responsible, through subcontract to HNTB, for providing quality control inspection services throughout the project to the Design-Build Team, Elizabeth River Crossings Opco, LLC.. These QC services were performed in accordance with the requirements as set forth in the project specific QA/QC Plan and in accordance with the Virginia Department of Transportation’s Minimum Requirements for Quality Assurance and Quality Control on Design-Build and Public-Private Transportation Act Projects.
