The goal of this $195 Million Design-Build project was to expand traffic capacity and improve traffic flow. Work involved rebuilding the Interstate 95 interchange at Exit 140 (Route 630/Courthouse Road) and widening Route 630 (Courthouse Road) in Stafford County.

A Diverging Diamond Interchange (DDI) design was chosen to lower the number of conflict points between vehicles by eliminating left turns. Motorists traveling on Courthouse Road shift briefly to the other side of the road on the new overpass bridges, then merge safely onto the I-95 northbound and southbound ramps without stopping at a traffic signal.

The project also relocated the intersection of Courthouse Road and Route 1 to the south to align with Hospital Boulevard and widened Courthouse Road to a four-lane roadway between Route 1 and I-95. The commuter park-and-ride lot was also relocated and expanded as a part of this project.

Quinn provided a Quality Assurance Manager (QAM), Assistant Quality Assurance Manager (AQAM)/Lead Quality Assurance Inspector and a QA Senior Inspector to coordinate with QA/QC teams for execution of the work in accordance with VDOT plans and specifications. The team ensured the contractor’s QC program complied with the requirements as set forth in the project-specific QA/QC Plan, and they worked closely with the contractors, QC, and VDOT inspectors to identify and resolve construction-related issues.
