This $252 Million Design-Build project included the widening of an approximately 6.8 mile section of Route 7, extending from Reston Avenue to Jarrett Valley Drive. The road was widened from a four-lane divided highway to a six-lane divided highway.

The work included: a new pedestrian tunnel beneath Route 7 at Colvin Run Mill; a grade-separated intersection for eastbound Route 7 at Baron Cameron Road; replacement of the previous Route 7 bridge over Difficult Run; a displaced left-turn intersection at Lewinsville Road; reconstruction of access points, connections, and frontage roads along the mainline; and shared use paths on both sides of Route 7. The Project also involved the construction of retaining walls and sound barriers, with aesthetic treatments; stream relocation, storm drainage, and storm water management basins; roadway/intersection lighting; and traffic signal installations/upgrades, including installation of CCTV cameras.

Quinn provided Quality Assurance Management, full-time QA inspection services, and office engineering on this large and complex roadway improvement project. Activities include right-of-way acquisition, utility relocations, Quality Control overview, stakeholder coordination and public outreach, and overall project management.
