Quinn Consulting Services provided Quality Control Inspection services on this $79 Million Design-Build Safety Improvement Project in the Salem District.

The three phases of this project include:

Phase 1: Locust Bottom Road to Gala Loop Road (Middle section of the project)
Phase 2: From Gala Loop Road to Route 43, Narrow Passage Road (Southern section of the project)
Phase 3: From Iron Gate/Fork Farm Road to Burhman Road (Northern section of project)

The project consisted of the relocation and upgrade of approximately 10 miles of Route 220 in Botetourt County between Eagle Rock and Iron Gate, providing improved motorist safety by reducing the severity and number of crashes on this historically dangerous section of roadway. This project included upgrading the vertical and horizontal roadway alignment by using various cut and fill embankment operations, adding additional shoulder width along the entire route, reconstructing and adding various turning lanes and passing zones, improving intersections, improving drainage and the addition of centerline, providing raised centerline pavement markers, and edge line rumble strips. The Contractor excavated and moved approximately 438,000 cubic yards of dirt, stone and acid producing material on this project. The dirt and stone were utilized to create the embankment fill areas for the new roadway alignment and the acid producing material was relocated to an offsite landfill.

This project also included upgrading thousands of feet of stormwater pipe and adding various collection facilities along the corridor. A large part of the construction activities on this project were near highly sensitive wetland and tributary areas. Because of these highly sensitive areas, extreme caution and strict enforcement of stormwater and erosion and sediment control measures were a must. The successful completion this project provided a safe travel way through the Eagle Rock and Iron Gate communities of the Route 220 Corridor.

Quinn provided Quality Control Services for this project. Quality Control staff provided by Quinn include a Quality Control Manager, Lead Senior QC Inspector, Quality Control Inspectors and Inspector Trainees. The Quinn Team worked closely with the Contractor, the Quality Assurance (QA) team and various stakeholders to help ensure that the project was a success. Unique responsibilities on this project included a high volume of density and materials testing; thousands of feet of stormwater pipe and facility inspections; inspection of cut and fill areas near highly sensitive wetland and tributary areas; box culvert construction; monitoring Acid Producing Material (APM) excavation, handling and disposal; ten-mile project length and high traffic volume throughout the work zone. Quinn’s responsibilities included participation in preparatory inspection meetings (PIMs); preparing detailed daily QC inspection reports; reviewing daily QC inspection reports; attending weekly project meetings to discuss progress, issues and upcoming work; performing miscellaneous other QC materials testing to ensure the contractor is within the tolerances established by VDOTs Minimum Standards for QA/QC on Design-Build and P3 Projects manual; daily work zone inspections and assisting with daily environmental reviews.
