QCS performed coating inspection services during the field structural and coating activities of five elevated water storage tanks located in Petersburg, Burkeville, and Lynchburg in the Commonwealth of Virginia.

The purpose of the resident inspection (structural and coating) was to ensure the work conformed to the project specification, AWWA D100 and AWWA D102 requirements, and the construction drawings. Inspection consisted primarily of ensuring tank conformance to the project specification; that all AWWA code specified examinations had been conducted; and that tank surfaces were left in a smooth condition with no scab marks or gouges that would adversely affect the life of the coating.

Inspection ensured all surface preparation activities, both interior (wet and dry surfaces) and exterior, had been inspected and approved prior to coating operations. The inspection involved the following: attending the pre-construction meeting with the client and contractor to clearly define QCS role and objectives and to discuss the intent of the project specification, monitored the coatings application for conformance with the manufacturer’s recommendations, good workmanship practices and the project specification, monitored the ambient conditions to determine if they were acceptable for surface preparation and/or coatings activities, monitored surface preparation activities for conformance with the coating manufacturer’s requirements, good workmanship practices, and the project specification, inspected the blasting media and blasting equipment to prevent contamination of the tank shell with moisture and oil, took surface profile samples (Testex Replica Tape) after surface preparation activities, recorded contractor’s progress for adherence to the job schedule, submitted inspection reports, verified contractor’s progress to aid the client in authorizing progress payments, performed status inspections to create a punch list, monitored the punch list items and the subsequent corrective actions of the contractor prior to recommending award of substantial completion status, performed final inspection and status project completion, and submitted final reports to Virginia Department of Behavioral Health and Developmental Services containing all daily inspection reports.
