Richard Allen

Richard Allen, P.E., DBIA, Regional Manager, manages Quinn’s Pennsylvania office.  Richard is a registered professional civil engineer in Virginia, Maryland, Pennsylvania, and the District of Columbia with over 20 years of experience in construction quality assurance and civil structural engineering with a heavy emphasis in transit and transportation projects including rail stations, roadways, bridges, and tolling facilities.

Experienced in both design-build and design-bid-build projects, Richard has provided civil engineering supervision support with his involvement in both the design and construction aspects of Phase 1 of the $1.6 billion Washington D.C. Metrorail Silver Line Extension to the Dulles International Airport.  For another high-profile project in the Capitol Region, the I-95 Express (Toll) Lanes, Richard managed the project’s quality assurance activities on this nearly $1 billion design-build project consisting of 30 miles of roadway rehabilitation, realignment, and new construction, along with seven new bridges and various tolling features located south of the Washington D.C. beltway.

Richard’s current focus is on new business opportunities to expand Quinn’s presence in Pennsylvania and the surrounding region.
