This $3 million project rehabilitated approximately 3.5 miles of spur track between the CSX Transportation, Inc. Rail Yard at Goodes Street and the Port of Richmond Terminal, and the rehabilitation of approximately 7, 225 linear feet of track at the Port of Richmond.

Additional improvements included concrete pipe repairs, the replacement of cross ties and switch timbers, turnout repair, spot rail replacement, line surfacing, ballasting, ditching and undercut work, inlet protection, environmental and sediment control, and site demolition.

Quinn provided a lead senior inspector to oversee the demolition and construction activities of the project.

Communication and coordination with the Port of Virginia, CSX railroad conductors and contractors was critical to the project’s success.  These relationships were established early in the project and maintained on a daily basis to help ensure that construction activities did not interfere with ongoing marine terminal operations.

• Identified & reported non-conforming work & monitoring until corrected/accepted
• Conducted substantial completion inspections
• Prepared punch lists & oversaw correction/completion of punch list items
