The Hampton Boulevard (Route 337) Grade Separation project was part of a multi-phase plan to improve  transportation around the Norfolk Naval Base and Norfolk International Terminal.

This project involved the removal of the existing at-grade conflict with the Norfolk Southern/Norfolk Portsmouth Beltline railroad and Hampton Boulevard. The existing crossing created significant delays for motorists and railway carriers on this heavily traveled thoroughfare. To resolve the railroad crossing conflict, crews constructed the Hampton Boulevard underpass below the new railroad tracks.

The construction of the underpass eliminated the need to interrupt vehicular traffic to allow for railway movement into and out of the port terminals.

Quinn provided a lead senior inspector and office engineer for this project.
